The 2026/27 Premier League campaign introduces significant regulatory changes focused on reducing time-wasting, speeding up restarts, and improving refereeing decisions. Referees and officials will enforce these new rules across all fixtures:
1. Goal-Kicks & Throw-Ins: 5-Second CountdownReferees can initiate a visible 5-second countdown using a raised hand when a player deliberately delays a restart:Throw-Ins: If the 5-second limit is exceeded, possession is forfeited and awarded to the opposition.Goal-Kicks: Taking too long results in conceding a corner kick to the opposing team.
2. Ban on Towels for Throw-Ins
Under the updated Multiball protocol, players are strictly prohibited from using towels or spectator items to dry the ball prior to throw-ins. Match ball assistants will no longer supply towels, ensuring equal conditions for both home and away sides.
3. Mandatory 1-Minute Injury Absence
Players who cause play to be stopped for medical evaluation or treatment must leave the pitch and remain off for at least one full minute after play restarts.Exceptions: The rule does not apply in cases involving severe collisions or if the opponent receives a yellow or red card for the foul.
4. 10-Second Substitution Rule
Substituted players have 10 seconds to leave the field from the nearest boundary line:If the substituted player exceeds 10 seconds, their replacement cannot enter until the first stoppage after one full minute of play has elapsed.The offending team must temporarily play with 10 men during this period.
5. Goalkeeper “Tactical Timeout” Penalties
To deter goalkeepers from simulating injuries to break match momentum, a new trial rule dictates that if play is halted for a goalkeeper injury (where no standard exemption applies), the team must temporarily remove an outfield player for one minute.
6. Expanded VAR Intervention
The scope of VAR intervention has been extended to review critical non-red card incidents:Second Yellow Cards: VAR can review and overturn an incorrectly awarded second yellow card that leads to a red card.Attacking Fouls: VAR can intervene if an unpunished attacking foul committed prior to a set-piece directly results in a goal, penalty, or red card.
7. Goal-Kick Handballs
Once a goalkeeper or defender kicks the ball to take a goal-kick, the ball is officially in play. If a defender handles the ball inside the box afterwards, a penalty kick will be awarded against them.
